Professional boundaries

In a professional relationship with a mental health practitioner, a dual relationship between a client and a provider, or one that is romantic, financially motivated, sexual, or otherwise risks affecting the provider’s judgment or the quality of care, is never appropriate and should be reported to Utah’s Division of Professional Licensing.

Your rights

Unless you are under an order of temporary or involuntary commitment, you may seek a second opinion, ask for additional information, and end treatment at any time.

You may request information about Millie’s qualifications and experience, professional standards, recommended treatment and its reasons, techniques, expected duration when known, and fees. You may also ask who has or has had access to confidential information related to your care, including recordings or observation.

Confidentiality and concerns

Confidentiality has lawful limits, including required reporting and applicable safety duties. These limits and any authorization to share information are explained in your intake documents.

The Utah Behavioral Health Board oversees this profession through the Division of Professional Licensing (DOPL). You may file a complaint with Utah DOPL or call (801) 530-6630. Utah Mental Health Professional Practice Act.

The Board of Behavioral Sciences receives and responds to complaints regarding services provided within the scope of practice of clinical social workers. You may contact the board online at www.bbs.ca.gov, or by calling (916) 574-7830.

Confidentiality & access

Before care begins, your intake documents explain confidentiality, lawful exceptions, how information may be shared, and how to request access to or transfer of your records. Confidentiality is not absolute: legally required reporting and applicable safety duties can require disclosure.

Requests for existing records are separate from optional letters and form completion. Any lawful copy charge is explained before copies are made; optional paperwork fees do not replace records-access rules. Where HIPAA applies, an unpaid treatment bill does not justify withholding access to your records.

Recording or third-party observation requires a separate informed-consent discussion. Do not record or invite another person into a session without discussing it with Millie first. Group participants agree to confidentiality, but a clinician cannot guarantee that another participant will comply.
